Live order caps

Every connected agent has a per-order and a per-day dollar cap. Left unset they are $250 and $1,000. You can lower them, set either to zero — the fastest kill switch — or raise them, never past the $25,000 ceiling this release enforces in code. They cannot be removed. They are enforced in code sitting between the model and the wire, so a cap holds whatever the model asks for.
