Paper is the default

Every hire starts on a simulated book. Nothing is live until you connect a brokerage grant to that agent. Every connected agent has a per-order and a per-day dollar cap. Left unset they are $250 and $1,000. You can lower them, set either to zero — the fastest kill switch — or raise them, never past the $25,000 ceiling this release enforces in code. They cannot be removed.
